This button changes the container focus to the parent container of the currently selected container. The currently selected container is the container which has the focus in the treeview panel. It determines the content of the object list.

You can also jump to the parent container by pressing BACKSPACE.
If the Go up one level button is inactive, the reason could be that the current container focus is on the root folder:
